2001-2008

   From April 2001, I had been Guest Researcher at the Max-Planck-Institute for Foreign and International Law in Munich (Germany). At the end of March 2002, I returned to the School of Economics at Kwansei Gakuin University in Nishinomiya (Japan).

 

   During my stay in Europe, I devoted myself especially to labor market study and migration study. I cooperated not only with German research institutes, but also with the OECD in Paris and the ILO in Geneva. On the issue of declining fertility etc., I have been continuing joint study with the University of Lille 1 in France. I am very grateful for the cooperation of my friends and my colleagues in many countries.

 

   After coming back to Japan, I am intensively conducting a study on the movement of the highly skilled while making lectures at my university and promoting the study on coordination of interests between different generations especially in the field of employment in cooperation with the Institute of Economic Research of Hitotsubashi University. In addition, I continue to conduct activity to develop "work sharing" and a project on migration policies in Hyogo Prefecture.

 

 Furthermore, I am participating in the project "Business Dynamics in Asia" by the Institute of Industry, Kwansei Gakuin University, and conducting a wide range of study on innovation and human resource development (as well as migration) in Asia in 2003/2004. At the same time, I have been cooperating with the "Congress of Municiparities with High Density of Foreign Inhabitants", whose declaration was made on 29.October 2004 in Toyota City.

 

   In March 2005, I conducted the research on human resources development and migration in India. Fom April 2005, "the Research Center for Economies with Low Fertility"(Director Yasushi Iguchi)was established and is acknowledged by Kwansei Gakuin University.

 

 From June 2005, I was appointed to be the special member of the working group of entry and stay of foreign nationals, the council on regulatory reform, the Cabinet Office. In Dedember 2006, I was nominared as the special member of the Studt Groupe on Lab or Market Reform of the Cabinet Office.

 

   In September 2007, I made proposal on regulatory reform of migration policy especially to establish "Registraton System of Foreign Inhabitants" replacing "Foreigner's Registration"so as to guarantee rights and obligations of foreign inhabitants. This proposal has become a basis for regulatory reform of migration policies in 2008.

・On 28 January 2007, I was comentator on the movement of the skilled in Asia in the TV Program"Institute for the New Era in Asia" in NHK-BS

・On 14. June 2005(from 19:30 to 20:00 Oc'lock), I was the commentator on overstayinig children and foreigners' Policy in the "Close-up Gendai "Contemporary Issues" in NHK, General Programms .

 

Radio Program

・On 25. January 2005 (18:30 to18:50 O'clock),I was the guest speaker on Declining Population in the "Radio Evening News (Yukan)" in NHK Radio No.1.
